Aircraft Registration

An aircraft must be registered in order to mark an aircraft with national registration mark and to operate the aircraft.

 

Requirements for the application

  • The owner or operator of the aircraft shall be an Estonian citizen, a person holding a long-term residence permit or the right of permanent residence in Estonia, a legal person registered in Estonia, a local authority or the Estonian state;
  • the aircraft has a permit to fly, a certificate of airworthiness issued in Estonia or a certificate of airworthiness issued by the competent authority of another state and recognised in Estonia;
  • an aircraft that does not have a valid certificate of airworthiness or a permit to fly shall be entered in the aircraft register temporarily for up to three months;
  • aircraft that has been entered in the register of another state shall not be entered in the Estonian aircraft register.
     

Cross-border activities
 

Granting of nationality to aircraft and the marking of aircraft shall be performed in compliance with Annex 7 to the Chicago Convention on International Civil Aviation.
 

The application shall be submitted:

  • directly to the Technical Department of the Estonian Civil Aviation Administration (reception hours on working days 09:00 – 12:00 and 13:00 – 15:00);
  • by mail (address: Lõõtsa 5, 11415 Tallinn, ESTONIA) or by e-mail sending a digitally signed application to ecaa@ecaa.ee;

Application
 

An application by the owner of aircraft or by a person authorised by the owner for the registration of aircraft, for the amendment of entries in the register of for the deletion of aircraft from the register together with the required documents shall be submitted to the Technical Department of Estonian Civil Aviation Administration (ECAA).

  • An application on the ECAA form (VA 526-1-1). The application must be signed by owner of the aircraft or a person authorised by the owner;
  • Documents certifying the transfer of ownership (contract of purchase and sale, instrument of delivery and receipt) certifying the date and conditions of the transfer of ownership;
  • Identity document, if the owner is natural person;
  • Document certifying that the aircraft has not been entered in the aircraft register of the selling state or that the aircraft has been deleted from the register.

An aircraft that does not have a valid certificate of airworthiness or a permit to fly shall be entered in the aircraft register temporarily (for up to three months) (see § 18 (2) of the Aviation Act);

  • An application on the ECAA form (VA 526-2). The application must be signed by owner of the aircraft or a person authorised by the owner.
  • Documents certifying the transfer of ownership (contract of purchase and sale, instrument of delivery and receipt) certifying the date and conditions of the transfer of ownership.
  • Identity document, if the owner is natural person.
  • Document certifying that the aircraft has not been entered in the aircraft register of the selling state or that the aircraft has been deleted from the register.
 

Processing of the application
 

The application shall be registered and all the attached documents shall be reviewed within 30 working days from the submission of all the required documents. Technical Department of ECAA together with the Legal Department assess the application and the attached documents and check their compliance with the applicable requirements. Applicant shall be contacted in case of any missing or insufficient information or document.

Certificate of registration of aircraft or temporary certificate of registration of aircraft shall be issued to the applicant against signature or sent by mail when required.
Certificate of deletion of an aircraft from the register shall be issued to the owner or shall be sent to the civil aviation authority of the intended State of Registration.

Deletion of aircraft from aircraft register
 

A written application of the aircraft owner shall be submitted for deletion of aircraft from aircraft register. A certificate of registration of aircraft shall be returned to the ECAA upon deletion of the aircraft from the register.

Amendments to the entries in the aircraft register:
 

For making amendments to the entries on the registered aircraft, the following shall be submitted:

  • an application on the ECAA form (VA 526-3). The application must be signed by owner of the aircraft or a person authorised by the owner.
  • documents certifying the transfer of ownership (contract of purchase and sale, instrument of delivery and receipt) certifying the date and conditions of the transfer of ownership.
  • Identity document, if the owner is natural person.
  • State fee 45 euros
  • A valid certificate of registration of aircraft

 

Term of registration of aircraft
 

Aircraft shall be registered for unlimited period.

State fees payable for the acts related to the registration of aircraft depend of the weight of aircraft as follows: 

  • 45 euros for aircraft with MTOW up to 750 kg;
  • 130 euros for aircraft with MTOW of 751-5700 kg;
  • 255 euros for aircraft with MTOW over 5700 kg;
  • Additional state fee of 835 euros shall be paid for the registration of an aircraft with registration mark which corresponds to the wishes of the owner of the aircraft.
